attention and information have come apart. A 3% move on the most-watched stock of the morning is inside the memory's ordinary one-day range, and the report it rests on is denied by the party that would be the tenant [1][10]. The interesting fact is the one the report exposes: Intel's Ohio capacity is available. That is a foundry-utilization question, and a memory partner would answer it faster than external logic customers can. Until either side confirms, the case is a possibility with no number attached.
Intel: The Most-Watched Stock of the Morning Moved 3% on a Report the Other Side Calls Unconfirmed
1. The state
off the 52-week high
2. What's new
Reuters: SK Hynix in talks to make memory at Intel's Ohio site. SK Hynix called it unconfirmed.
3. What that does to the state
A rumor about a tenant. It does not add a signed lease. Session 1 already sat outside the 1-session band.
| Vs the market, in points | Low | Middle | High | Share up |
|---|---|---|---|---|
| 1 session | -5.2 | -0.3 | +5.2 | 46% |
| 5 sessions | -14.5 | -1.8 | +9.7 | 40% |
| 10 sessions | -21.6 | -3.2 | +15.1 | 39% |

4. Same state, or a new one
Stayed in yesterday's neighborhood
Session 1 vs the market: +4.5. Prior-state 1-session range: -5.2 / -0.3 / +5.2.
When we look again
Session 1: the completed September 16 session, written up after the close (Federal Reserve decision at 14:00 ET is a confounder). Session 5: September 22. Session 10: September 29. Company: any confirmation or filing by Intel or SK Hynix; Intel's third-quarter report in late October. Intel's own press-release index was not machine-readable by our scanner at check time, which is a coverage gap for issuer statements this morning. The issuer's press-release index and presentations page were not machine-readable by our scanner at the check time; issuer statements that morning beyond the cited filings are a coverage gap.
Other reading, tape, and sources
The other reading
The case for the market's move is that the report is directionally plausible: SK Hynix has been expanding its US AI-memory footprint, the industry is short of memory (Intel's own risk factors cite the shortage), and Ohio capacity exists [2][6]. A denial that "no plans have been confirmed" is the standard language for talks that are real but early, and the stock is up only 3%, which is not a bet on a signed agreement. The case against is that a 3% move on a $500 billion company on the most-watched morning of the week is what noise looks like, that the counterparty denied it within three hours, and that Intel's own filings describe a capital plan funded by a $23 billion raise, not by tenants [7].
What would change this
Our view is wrong if either company confirms an agreement with terms, or if the five-session window shows a sustained move well outside the band without a market-wide explanation. The market's move is wrong if no confirmation follows and the stock gives back the day's gain within the window, or if the next disclosure is another capital raise rather than a tenant.
The tape
At the September 15 close INTC was $97.14, -0.1% on the day on 84.8 million shares, in the memory's state "up/above/off/stuck/ordinary/weak/some" [10]. The pre-market print at 11:33 UTC on September 16 was $100.31, +3.3%, an indication rather than a completed session [9]. Attention was maximal: INTC ranked first on both the Stocktwits 30-name and the Yahoo 20-name trending lists captured at 07:15 ET [11]. Tuesday's session had followed an August equity raise of 242.1 million shares at $95.00, so the stock was trading within a few percent of its recent offering price [7].
What was filed
Reuters reported early on September 16 that SK Hynix is in talks with Intel to manufacture memory chips in the United States for the first time, with Intel's Ohio site named in follow-on coverage [2][3]. At 06:04 ET SK Hynix said no plans had been confirmed regarding the reported discussions [1]. Neither company has filed anything; Intel's most recent filings are the August 12 8-K for the equity offering, the July 23 10-Q and results 8-K [5][6][7]. Separately, Tigress Financial reaffirmed a Buy rating and raised its target to $145, a wire-reported analyst opinion tied to the Terafab and AI narrative rather than to the memory report [4]. Date learned: overnight; economic event: none yet, since no agreement exists.
The numbers around the move
The company's own numbers frame what a memory tenant would sit on top of. Second-quarter 2026 revenue was $16.1 billion, up 25%, the strongest growth in more than fifteen years by the CEO's description; Intel Foundry revenue was $5.8 billion, up 31%, and Data Center and AI $6.3 billion, up 59% [5]. The GAAP result was a loss of $11.0 billion, or $2.16 per share, against non-GAAP earnings of $0.42, the gap reflecting non-cash charges [5][8]. Third-quarter guidance is revenue of $15.8-16.8 billion with a 41-42% gross margin and $0.31 GAAP EPS [5]. In August Intel sold 242.1 million shares at $95.00, roughly $23 billion before fees, to fund what the CFO called meaningfully higher investment in equipment, clean-room space and substrates [5][7]; shares outstanding were 5.04 billion on July 17 [8]. At the pre-market price the company is worth about $506 billion; the 3.3% move is worth about $16 billion, close to the entire equity raise, for a report with no confirmed counterparty. We did not retrieve a dated sell-side consensus; the Tigress target is one analyst's view [4]. Our labelled scenario, not a forecast: a memory manufacturing tenant in Ohio would convert idle capacity into utilization, the single variable that drives foundry gross margin, and would do so without Intel funding the equipment; the value would depend on terms no one has published.
What the stock did
Not yet observed as a completed session. The pre-market indication is +3.3%; the completed September 16 session will be scored after the close against the memory's 1-session band, with the Federal Reserve decision at 14:00 ET today as a confounder for every stock in the sample, then the 5-session excess return by September 22.
Close update, session 1 (September 16, written after the close): INTC closed at $101.05, +4.0% versus the $97.14 close of 2026-09-15, on 117.5 million shares, about 1.3 times the 20-day average; the session's range was $99.29 to $104.42 after a $101.36 open. Against the market (SPY -0.4%), the excess move was +4.5 points. Against the 1-day band from the pre-news analogs (p10 -4.1, median +0.1, p90 +3.9), that is above the p90 of the band.
The comparison
The memory's analogs describe states like Tuesday's close: 300 analogous states across 173 symbols, with the 5-day excess band -10.1 / -0.7 / +7.8 and up 45% of the time [10]. That is a wide, slightly negative-skewed distribution: for a large stock that has run hard and is trading near a recent offering price, the memory has seen more give-back than follow-through, though the difference is small. It was measured before the report and is not conditioned on it. Among names we have written about, the nearest cases of attention exceeding information are NBIS and ELMT in the September 14 batch, where trending rank and the size of the move also diverged; the outcomes there are still inside their five-session windows.
